CONSTITUTION of
INTERNATIONAL ASSOCIATION FOR THE STUDY OF ORGANIZED CRIME

Amended October 2004

Article I - Name

The name of this organization shall be the International Association for the Study of Organized Crime, hereinafter referred to as IASOC.

Article II - Purpose

The purpose of this organization shall be to promote greater understanding and research about organized crime in all its manifestations. IASOC was founded in 1984.

Article III - Membership

A. Qualifications of Members

1.  IASOC is a professional association of criminologists, researchers, working professionals in criminal justice related fields, teachers, journalists, and students.  Persons in any one of these statuses are eligible for membership.

2. Voting privileges shall be granted only to current members (dues paid for the current year).

3. Attendance at the annual meeting is not required to vote.  Votes will be held via e-mail from among paid members, given the international membership of IASOC.

B. Assessments and Dues

            1. Dues will be assessed in January of each calendar year and include: free (optional) web page listing with self-identified areas of expertise; monthly e-mail IASOC UPDATE of organized crime news, books, and research; annual subscription to an affiliated publication; access to web page news, links, and publications, and invitation to annual meeting.

            2. Dues for members outside North America will be somewhat higher to cover costs of airmail of IASOC’s affiliated publication.

C. Membership may be terminated by the Secretariat for non-payment of dues, or in cases where a majority of the Executive Board deems the candidate unsuitable for membership.  Any current dues will be refunded in such cases.

Article IV - Officers and Committees

A. Criteria: All officers must be current paid members of IASOC in good standing.

B. Election: Officers shall be elected by simple majority of voting members from an e-mail ballot.  All Officers will serve a period of 2 years.  Together they form the IASOC Executive Board, which consists of five members (president, executive director, and three trustees).

C. Duties and Responsibilities

1. The President shall preside at annual meetings of IASOC, represent the IASOC to the community at large, and shall convene (electronically) the executive board to discuss and resolve issues.  The President may appoint ad hoc committees to investigate and provide input and advice on specific issues and proposed initiatives.

2. The Executive Director shall keep all records of official business, financial transactions, maintain the web page, and organize logistics of annual meetings in con junction with the president, and shall assume the duties of the President in his/her absence.

3. Trustees. There are three trustee positions. They advise the President and Executive Director on the operations of IASOC and are voting members of the IASOC Executive Board.  The trustees consist of:

            a. Immediate IASOC past-president.
            b. Two trustees at-large elected from  the general IASOC membership.

Article V - Meetings

1. At least one meeting of IASOC will be convened each year.  It will be organized by the Executive Director and President in coordination with the Executive Board.

2. At each meeting of IASOC the Executive Director shall present a summary of the year’s activities to the membership including a complete accounting of financial income and expenditures.

Article VI - Decision Making Process

A. The process for general decision-making (including the expenditure of funds) shall be a simple majority of the Executive Board.  In cases where the Executive Board seeks input from the entire membership, a simple majority of the membership in attendance (or those voting electronically) will be seen as constituting the consensus of the membership.

Article VIII - Amendment Process

This constitution may be amended by a 2/3 vote of the membership responding to an e-mail ballot.  Amendments can be presented by a majority resolution of the Executive Board. 

IASOC holds annual meetings to discuss research and practice in the broad area of organized crime trends, correlates, prevention, and the criminal justice response
